On 13 August 2016, the Decree on Unmanned Aircraft Systems entered into force, which sets out general technical and operational conditions for the safe use of unmanned aerial vehicles, unmanned aerial vehicle systems and aircraft models. The regulation also sets out the conditions for persons operating drones. The Decree applies to systems of unmanned aircraft weighing up to 150 kg and flying in the Republic of Slovenia.

You can only fly a drone if you do not endanger anyone and do not disturb air safety or public order. You can only operate one drone at a time.

Drone flying is only allowed during the day. You need a special permit from the Agency to fly at night.

Before takeoff, you need to make sure that your drone is in perfect condition and working properly. All equipment and cargo must be securely fastened, as nothing must fall off the drone during the flight.

Before the flight, make sure that the meteorological and other conditions are suitable for a safe flight and get all the necessary information for flight planning.

When flying with a drone, pay close attention to the safe distance when taking off and landing, as well as in flight and on the ground. During the flight, a safe distance of 30 meters from people, animals, buildings, vehicles, vessels, other drones, roads, railways, waterways and power lines. You must always be at least 150 meters away from a larger group of people (i.e. 12 people or more).

Be especially careful when flying near airports. In the airport zone (CTR) drone flying is not allowed within a radius of 5 km from the airport reference point, and outside the radius of 5 km up to a height of 50 m. Exceptions are possible for aviation events and competitions only with the prior permission of the Agency.

The drone must be unconditionally always in your field of vision and can be at most 500 meters away from you.

With the drone, you can fly up to a maximum of 150 meters above the ground outside the controlled airspace. Flying up to a maximum of 300 meters is possible only with the prior permission of the Agency for a specific area of ​​flight.

When operating a drone, you must always monitor other air traffic. Other general aviation aircraft always have priority. In the event of an encounter, you must immediately begin avoidance maneuvers.

 Classification of drones and areas of flight

 Identification marks

Unmanned aerial vehicles and aircraft models heavier than 1 kg must have an identification mark attached. Identification requirements vary according to the weight and purpose of the flight:

From 1 kg up to and including 5 kg

IDENTIFICATION LABEL

  • it is attached by the operator or the owner himself
  • is of appropriate size and permanently attached
  • contains the name, address and contact details of the operator or owner

Heavier than 5 kg

NON-FLAMMABLE IDENTIFICATION PLATE

  • it is attached by the operator or the owner himself
  • is of appropriate size and permanently attached
  • contains the name, address and contact details of the operator or owner

For the performance of category D aviation activities

IDENTIFICATION MARK

  • awarded by the CAA

 Taking the exam

A certificate of knowledge of the rules of flying unmanned aircraft is mandatory for all categories of flight. To obtain a certificate of knowledge of the rules, an individual must pass an exam. When flying in categories A and B, the operator may, instead of taking the examination, give a statement of knowledge of the rules.

 Insurance

Insurance is required for drones heavier than 20 kg. The drone operator must take out insurance in accordance with the regulation governing compulsory traffic insurance. Ask your insurance company for more information.
